Under the new law, the energy regulator will set annual preferential feed-in tariffs, which pay per unit of electricity produced from low-carbon energy by the end of June each year.

The international conference of European and Asian energy regulatory commissions will be held in Georgia on Feb. 14-15. The conference is organized by the Regional Energy Regulation Association. The meeting of legal and tariff committees will be held.

Renewable energy in Bosnia and Herzegovina (BiH) remains largely unexploited, but it's not for lack of potential, experts say. Rather, the country suffers from a lack of clear state-level legislation, and no government ministry has been specifically put in charge of the issue.

While unlikely that it would be approved without changes, if the proposal were implemented as is, the incentive would be very interesting for investors.

The Romanian government has approved a government ordinance on November 12th, 2011 that establishes the green certificate system for energy producers from renewable sources. Russian President Dmitry Medvedev said on Thursday (27/5/2010) measures should be taken to compel companies and enterprises to buy electricity from renewable sources.

Ukraine has passed revised feed-in tariff legislation, joining the Czech Republic, Bulgaria, and Slovenia among former East Block countries moving to feed-in tariffs.

Like other countries, Ukraine's new legislation has introduced tariff differentiation by technology.

In a manner similar to the old Spanish policy and Germany's early feed-in tariff, Ukraine's policy relies on a series of multipliers of the retail rate.

However, to avoid exchange risk, Ukraine's new "Green Tariffs" provide a minimum tariff denominated in Euros based on the official exchange rate by the National Bank of Ukraine on January 1, 2009.

There is also a domestic content requirement of 30 percent to qualify for the tariff and the requirement increases to 50 percent in 2014.

The tariffs, which went into effect on Earth Day April 22, 2009 apply through 2030.

Spain acquires €25m carbon credits from Poland. Managed by the European Bank For Reconstruction and Development (EBRD) and the European Investment Bank (EIB), the deal is the first of its kind for Poland and should help Spain meets its Kyoto targets, according to the banking groups.
