Croatia, which had been part of the Federal Republic of Yugoslavia, declared its independence in 1991.  Since 1999, Croatia has moved toward a more democratic market-oriented system.  New legislation on foreign direct investment, aimed at revising the flawed privatization process and making foreign direct investment easier was passed in 2000. 

 

Croatia plans to restructure, liberalize and privatize the energy sector.  Croatia’s energy supply is derived from hydro, crude oil, and natural gas.  Croatia imports about 30 percent of its electricity and is looking toward increasing its level of self generation.  Although the policy is not clearly defined, the state owned utility company HEP, which generates 95 percent of Croatia’s power, decided to offer a renewable energy feed-in tariff roughly equal to 5.7 US cents/kWh.  However, this tariff applies only to projects with an installed capacity less than 5 MW.  Feed-in tariffs for larger projects must be negotiated on a case by case basis.  It seems that some institutional support exists for renewable energy, but the legislative and financing framework is in need of development to enable renewables to achieve substantial market penetration.  Several ordinances regarding renewable energy legislation are reportedly being drafted.

 

The most promising renewable energy resources appear to be wind and geothermal.  Over 150 MW of potential wind projects have been identified for Croatia’s Adriatic islands.  High temperature geothermal reservoirs have also been identified and could support up to 48 MWe of potentially economic generation.  Opportunities also lie in the development of medium hydroelectric projects.  There are good biomass project opportunities in Croatia, but further studies must be performed to identify specific opportunities.  Croatia is in a favorable climate for solar generation and offers a favorable feed-in tariff.  However, the high costs of photovoltaics may limit project development to isolated regions.
