Kazakhstan is rich with fossil fuel resources. As such, the low price of electricity creates a barrier for the development of renewable energy resources. However, Kazakhstan also has a plentiful supply of hydro, wind, solar, biomass, and geothermal energy.

 

Climatic conditions are favorable for solar throughout Kazakhstan , with the highest potential is in the southern region and in the regions near the Aral Sea and Lake Balkhash.  High speed wind locations are in the southeast in mountain passes leading to China, in the Alytau mountain regions in the center of the republic, and in the southwest on the Caspian seaboard.  W ind development has been slow due to the low tariffs (around 3 US cents/kWh).

 

The Republic’s geothermal resources have been explored as a result of oil and gas exploration and production. The hottest and most extensive geothermal reservoirs were found in the south and southwest of Kazakhstan.  Due to its large agricultural base, Kazakstan has significant theoretical potential for biomass energy resources.  However, the large area of the country may limit the practical applications of biomass utilization to small systems.  

 

Hydro is of significant importance to Kazakhstan in that it provides for over 12 percent of the country’s electrical capacity.  Greater hydro utilization is possible given interest from regional authorities in small hydro, the privatization of the power sector, and the availability of state short-term credits to private investors.  Financing, however, does not appear to be available to the other renewable technologies.  Combined with a power sector transitioning to private holdings, the low price of electricity and a general lack of awareness towards renewables (with the exception of hydro) the environment is not friendly to development of renewable energy.

Kazakhstan and Kyrgyzstan to Create Joint Water Basin Authority
Kazakhstan and Kyrgyzstan are interested in jointly using water-works facilities. 10 years ago the governments of Kazakhstan and Kyrgyzstan established a special commission meant for solving issues of inter-state usage of channels, rivers, and reservoirs in cross-border regions. These facilities include Orto-Tokoi and Kirov reservoirs, Westerns, Eastern, Bypass and Chu channels, as well as the Chumysh hydroelectric complex. Some of the facilities are located in the northern part of Kyrgyzstan and some of them in southern Kazakhstan. Each state allocates financial assets for maintaining these facilities in a proper technical state.

EBRD to Support Waste to Energy in Kazahkstan
The European Bank for Reconstruction and Development (EBRD) is considering establishing a Kazahkstan Waste Management Facility. The two main objectives of the acility will be to provide financing and technical assistance for the realisation of waste-to-energy projects, which will demonstrate the benefits of energy recovery from waste in conjunction with the introduction of modern waste management approaches.

POINT OF VIEW: Kyrgyzstan for Regional Water and Energy CooperationGrand designs
To avert disaster, piecemeal engineering will not suffice. A sustained and balanced endeavour is necessary. Along the natural river basins of Syr Darya and Amu Darya it needs a comprehensive and ideally rules-based regional approach covering the whole Afghanistan & Central Asia (AFCA) region. The upstream countries Kyrgyzstan and Tajikistan, which are particularly rich in water and hydropower potentials, must together with the downstream countries Uzbekistan, Turkmenistan and Kazakhstan anticipate in a comprehensive cooperation scheme to rapidly improve water management. In terms of hydropower distribution a regional effort should also include Pakistan (AFPAC-dimension) as proposed in the “CASA-1000” energy bridge from Central to South Asia. CASA-1000 is a pilot project designed to transport hydro energy from Tajikistan and Kyrgyzstan to Afghanistan and Pakistan.

Low Cost Power May Bring Solar Polysilicon Production to Kazakhstan
Kun Renewables LLP, a unit of Kazakhstan’s Lancaster Group, expects to begin exporting purified silicon used in solar cells from a new plant in the central Asian country next year. “Production should begin in 20 months,” Prasad Bhamre, president of the Almaty-based company, said in an interview in Mumbai. Potential markets are India, Malaysia, Thailand and China, he said. Lower power rates in energy-rich Kazakhstan will allow the plant to produce polysilicon more cheaply.
