The energy sector in Serbia/Montenegro remains damaged after the Kosovo conflict in 1999.  Infrastructure remains in a state of disrepair, thus leading to frequent and prolonged blackouts, especially over the winter months.  In response, emergency grants are planned to help rebuild the damaged systems and restore power. Immediate and medium-term priority will be to reconstruct the country’s electricity infrastructure.  As a result, renewable energy development will not be a high priority, except for reconstruction of damaged hydro facilities.  Energy generation in Serbia/Monenegro is almost entirely dependent on hydro and thermal power facilities.  There are no identified renewable energy feed-in tariffs.

 

Based on the current situation, it does not seem that the government is ready to fully engage its efforts in promoting renewable energy.  Since Serbia/Montenegro is dependent on hydro resources there may be an opportunity for hydro rehabilitation projects.  The solar insolation in Serbia/Monenegro is relatively high, but the typical cost barriers will limit solar applications to niche markets.  Although there are many sources of low enthalpy geothermal resource, high enthalpy geothermal resources supporting electricity production are absent in Serbia/Montenegro.  Further studies and data collection need to be done before a statement can be made about biomass or wind projects.

Hydro Considered in Kosovo
Ministers Slobodan Samardžić and Aleksandar Popović visited a number of places in Kosovo - Ranilug, Vrbovac, Štrpce and Kosovska Mitrovica.
They announced that serious talks were in progress over the construction of a mini hydro-electric station in the Štrpce region that would produce some 10 million kilowatt hours per year.

Biorefinery Planned in Serbia
 International bio-technology company Altech has presented a project for building a biorefinery in Vojvodina. At a meeting with the President of the Vojvodina Executive Committee and Environment Minister Saša Dragin, Laience said that 70 percent of the bioethanol would be produced from corn and 30 percent from cellulose.

Report From Biofuel Conference Held in Bulgaria
In the second of a series of workshops for biofuel end-users, the Biofuel Cities European Partnership brought together 35 stakeholders from Central and Eastern Europe in Sofia, Bulgaria in December 2007. On the agenda was a discussion of  biofuels for transport and a reflection on the challenges facing biofuel end-users in the region, such as overly bureaucratic procedures, lack of institutional support and security of feedstock supply.

Phaunos Timber to Build Wood Pellet Processing Facility in Serbia
Phaunos Timber Fund recently announced its plans to build a wood pellet processing facility in southern Serbia. The plant will use waste wood fibre to create high density wood pellets.
Phaunos will invest US$9 million to build the first of several wood pellet plants that will provide an entry to Eastern Europe for Phaunos.

Montenegro-Italian Undersea Power Link Could Move Hydropower
Montenegro, a thickly forested mountainous country with dozens of rivers, currently uses only 27 percent of its water resources in generating electricity. But with proper investment, the country could be a potential electricity exporter in the future, Kovacevic added.
Several tenders were considered for increasing production capacities, including for hydro power plants on river Moraca and on the Bay of Kotor, as well as for a second block of the thermal power plant in the northern town of Pljevlja.

Montenegro Plans Hydro Development
The Montenegrin government has unveiled a strategy aimed at reducing the country's dependence on energy imports and make fuller use of hydropower potential. The authorities call for investing 1.8 billion euros in a variety of projects between now and 2025.

Serbian Statements on Renewable Energy
Serbian Minister of Energy and Mining Aleksandar Popovic said today at a UNESCO conference held in Paris that Serbia will contribute to global efforts for harmonising actions on all levels with the aim to securing adequate energy supply for economic development while preserving the environment. According to Popovic, improvement of sustainable energy development holds a very important place in Serbia’s development policy, and it will be realised above all through increased usage of renewable energy sources.
