The energy sector in Serbia/Montenegro remains damaged after the Kosovo conflict in 1999.  Infrastructure remains in a state of disrepair, thus leading to frequent and prolonged blackouts, especially over the winter months.  In response, emergency grants are planned to help rebuild the damaged systems and restore power. Immediate and medium-term priority will be to reconstruct the country’s electricity infrastructure.  As a result, renewable energy development will not be a high priority, except for reconstruction of damaged hydro facilities.  Energy generation in Serbia/Monenegro is almost entirely dependent on hydro and thermal power facilities.  There are no identified renewable energy feed-in tariffs.

 

Based on the current situation, it does not seem that the government is ready to fully engage its efforts in promoting renewable energy.  Since Serbia/Montenegro is dependent on hydro resources there may be an opportunity for hydro rehabilitation projects.  The solar insolation in Serbia/Monenegro is relatively high, but the typical cost barriers will limit solar applications to niche markets.  Although there are many sources of low enthalpy geothermal resource, high enthalpy geothermal resources supporting electricity production are absent in Serbia/Montenegro.  Further studies and data collection need to be done before a statement can be made about biomass or wind projects.

Europe's research driven clusters in sustainable forest management and wood based industries got new co-operation opportunities within the ROKFOR project which started 23 February 2010.
This cooperative action project ‘Sustainable Forest Management Providing Renewable Energy, Sustainable Construction and Bio-based Products' (ROKFOR) will join forces in which five European regions in order to create both individual and regional research agendas and action plans in the fields of renewable energy, bio-based products and sustainable construction.
The regions involved are Baden-Württemberg in Germany, Aquitaine in France, Basque country in Spain, Catalonia in Spain, North Karelia in Finland, as well as Croatia and Serbia. The three-year project is based on each region's current strengths in the forest sector. The project also aims to strengthen and promote competitiveness within the forest sectors without jeopardizing sustainability.

Reservoir Granted Three More Geothermal Exploration Permits in SerbiaReservoir Capital Corp. (REO.V: News ) said its wholly-owned subsidiary, Southern European Exploration D.o.o. or "SEE", was granted 3 more licenses (Kupusina, Adorijan and Vrbica) to explore for geothermal energy in the Vojvodina Region of northern Serbia. The company added that these license areas were selected based on the results of historical oil and gas and geothermal exploration into hot water aquifers of the Pannonian Basin.

Serbia/Italy Plan Joint Wind/Hydro Development
Serbia's Ministry of Energy announced Wednesday that according to an agreement with the Italian government, Italy would finance the construction of hydroelectric power plants and wind generators in Serbia, which would later be paid for by exporting all of the power they would produce to Italy, at a price four to five times higher than that in Serbia.

RWE Considers Hydro in Serbia

Petrom Considers Geothermal and Wind Investments
The company didn’t disclose further details on these projects, but mentioned Petrom’s central focus were geothermal and wind energy. “It is too early to say when we will begin investments because it largely depends on how long will the current economic crisis last”, said Razvan Nicolescu. In another interview, Petrom's CEO Mariana Gheorghe (photo) said recently that Romania needs a serious strategy on promoting renewable energies, especially having in view that the potential is "fantastic".

Serbian Wind Considered
Green Star Alternative Energy, Inc. (http://www.greenstarae.com) announces that the Company is in negotiations with a private corporation for the development of a 120 MW wind energy facility. The project is in the advanced stages of pre-construction and in a high wind velocity zone.
The 120 MW wind farm is to be sited in North East Serbia - specifically in the Municipality of Pancevo, District of Banat, within the Autonomous Province of Vojvodina.
