In 1994, Belarus introduced a standard feed-in tariff for renewable-generated electricity in a law modeled on Germany's Electricity Feed Law.  Renewable electricity is bought for about 8 US cents/kWh compared with a consumer price for electricity of 12 US cents/kWh.  Unfortunately, limited movement by the government toward privatization has limited the influx of outside financing and the development of energy projects.  This challenge will need to be addressed before renewable energy projects can progress.

Belarus has a poor potential for solar, geothermal, wind and hydro power.  The most significant renewable energy resource is wood and other biomass sources (about 1,000 MWe technical potential).    Over 400 boiler plants are operating in the Republic using the combined combustion of wood and other fuel such as coal. Currently, a large range of water-heating boilers (with a capacity from 60 to 5000 kW) operating on combustion of wood and felling residues are produced in the Republic. A far fewer number of steam boilers are produced.
